A practitioner licensed to practice medicine (physician) in the jurisdiction where the opioid treatment program is located.
Duties the rule assigns
- Assumes responsibility for administering all medical services performed by the program, either directly or by delegating specific responsibility to a practitioner of the program
- Approves the medication administration and medication control plan annually
- Approves condition-specific withdrawal-regimen medication protocols annually
- Determines whether concurrent controlled-substance prescriptions from other prescribers place a client at risk and documents any resulting dose/take-home changes

Applies to licensed Opioid Treatment Programs (methadone/OTP) under Minn. Stat. § 245G.22 and the related detoxification-program rules (Minn. R. 9530.6510-.6590), not to office-based buprenorphine prescribing outside an OTP — confirm which model a given addiction-medicine client operates under. Minnesota's OTP framework implements the federal standard at 42 C.F.R. part 8.
