Qualifications
Physician licensed and currently registered by the NYS Education Department, with ≥1 year of education/training/experience in substance use disorder services. Except for medical directors already in place when the rule took effect, board certification in addiction medicine is required (a probationary hire has 4 years to obtain it), and a federal DATA 2000 waiver to prescribe buprenorphine is required.
Duties the rule assigns
- Overall (non-delegable) responsibility for medical services provided by the program
- Oversight of policy/procedure development for routine medical care, specialized medications, medical/psychiatric emergencies, and infection screening/reporting
- Collaborative supervision, with the program director, of non-medical staff
- Supervision of medical staff in performing medical services
- Developing referral/linkage relationships with hospitals, nursing homes, and other providers
- Ensuring program compliance with federal, state, and local law
Notes
Applies to OASAS-certified addiction services programs (14 NYCRR § 800.4(h)) — covering both residential and outpatient/MAT settings under OASAS certification. One medical director may serve more than one OASAS-certified program.
