Alabama does not operate a state licensure program for home health agencies at all (secondary-sourced — could not independently verify a negative), so there is no state-law hook to impose a director requirement the way AK/other states' home health licensing statutes do. A Medicare-certified agency still answers to federal Conditions of Participation regardless of state licensure.
